One of the young Libyan rebels credited with capturing Moammar Gadhafi in a drainage ditch nearly a year ago died Tuesday of injuries he allegedly sustained after he was kidnapped by the late dictator's supporters.

The death of Omran Shaaban, who had been hospitalized in France, raised the prospect of even more violence and score-settling, with the newly elected National Congress authorizing police and the army to use force if necessary to apprehend those who abducted the 22-year-old and three companions near the town of Bani Walid?in July.

His family claimed he was shot by gunmen, then captured and tortured by militiamen still loyal to Gadhafi.

Libya is battling lingering pockets of support for the old regime, and its government has been unable to rein in armed militias in a country rife with weapons. Earlier this month, a demonstration at the U.S. Consulate in the eastern city of Benghazi turned violent, killing four Americans, including U.S. Ambassador Chris Stevens.

Shaaban was praised as a "dutiful martyr" and a "brave hero" by the National Congress, which has?ordered the defense and interior ministries to find those who abducted Shaaban.

No reward
However, his family says he never received a promised reward of 1 million Libyan dinars ($800,000) for capturing Gadhafi on Oct. 20, 2011, in the former leader's hometown of Sirte. The eccentric dictator was killed later that day by revolutionary fighters.

His body was greeted at the airport in his hometown of Misrata by more than 10,000 people for a procession to the soccer stadium for prayers Tuesday and he was buried early Wednesday.

His brother Hussein complained that the Libyan authorities did nothing to help Shaaban. ?

"Libya was declared liberated of Gadhafi's rule on October 23 last year. It isn't," he told Reuters.

On Tuesday in the capital Tripoli, several hundred protesters gathered outside the headquarters of the National Congress to demand that the government avenge Shaaban's death.

Shaaban's family said that he and three friends had been en route home to the western city of Misrata from a vacation in July when they were attacked by gunmen in an area called el-Shimekh near Bani Walid.

Shaaban and his friends, who like many Libyans were armed, fired back, the family said.

Two bullets hit Shaaban, and he was paralyzed from the waist down, his relatives said, and the men were captured by Bani Walid militiamen.

A town of about 100,000 people, it remains a stronghold of Gadhafi loyalists and is isolated from the rest of Libya.

President Mohammed el-Megarif visited Bani Walid this month and secured the release of Shaaban and two of his companions. A fourth is still being held.

'Sliced with razors'
When Shaaban was finally brought home, he was "skin and bones" ? still paralyzed, frail and slipping in and out of consciousness, according to another brother, Abdullah.

"It was clear he was beaten a lot," Abdullah Shaaban said. "His entire chest was sliced with razors. His face had changed. It wasn't my brother that I knew."

Omran Shaaban was later flown to France for medical treatment.

Shaaban, the second youngest in a family of nine children, was a member of Libya Shield, a loose coalition of the country's largest militias relied on by the Defense Ministry.

Khalifa al-Zawawi, the former head of Misrata's local council, said the government reneged on paying the reward to Shaaban.

Abdullah Shaaban said his brother did not mind, saying he considered capturing Gadhafi to be his national duty.

While Libya's president released a statement Tuesday vowing that those responsible for the violence against Omran Shaaban would be punished,?apprehending and disarming the militants in Bani Walid are among the most daunting tasks facing the government.

The town is heavily armed with rocket-propelled grenades, automatic weapons and artillery left over from last year's civil war.

Residents there say that pictures of Gadhafi are displayed during weddings and youths play his speeches on their cars' stereos. Students refrain from singing Libya's new national anthem and teachers refuse to follow the revised curriculum.

Bani Walid fighters were blamed for many of the sniper attacks, shelling, rapes and other violence against the city of Misrata during the civil war, and there were new calls Tuesday from residents of Misrata for vengeance against Bani Walid.

In July, fighters from Misrata threatened to attack Bani Walid after two journalists from their town were detained there. The journalists were eventually released after mediation by the authorities.

Shaaban's eldest brother, Walid, insisted there would be justice for the family, regardless of whether the government is the one to administer it.

"I plan to pursue his rights legally and join if there is a military incursion. We are going to death, God willing," Walid Shaaban said.

Family friend Abu-Shaala echoed that sentiment.

"If the government does not go in, we are going in," he said. "We are all patient. But our patience has limits."

Computer glitch delays space station undocking

An unmanned European cargo ship as large as a double-decker bus inside will have to wait a bit longer before leaving the International Space Station due to computer problems, NASA officials say.

The robotic Automated Transfer Vehicle 3 (ATV-3) spacecraft was slated to undock from the space station Tuesday evening, but a technical glitch with a laptop computer inside the station prevented to orbital departure. The two spacecraft were scheduled to part ways at 6:35 p.m. EDT (2235 GMT).

"We're not undocking today, that's been canceled," a flight controller in Mission Control told the station's three-person crew. ?

The computer glitch apparently interrupted signals from a laptop computer inside the station that serves as a command panel for the departing ATV-3 spacecraft. The computer is inside the Russian-built Zvezda module, the rear-most module that serves as the docking port for ATV spacecraft and visiting Russian spacecraft. Station commander Sunita Williams of NASA told Mission Control that commands sent from the laptop apparently were not reaching the ATV spacecraft. Engineers are expected to meet early Wednesday to discuss the malfunction and determine when the next undocking attempt can be made, NASA officials said.

The space station's current Expedition 34 crew includes Williams, Japanese astronaut Akihiko Hoshide and Russian cosmonaut Yuri Malenchenko.

The ATV-3 spacecraft, which is also known as Edoardo Almadi in honor of the late Italian physicist of the same name, is the third unmanned cargo ship built by the European Space Agency to send food, water, science gear and other supplies to the International Space Station. The spacecraft launched to the station in late March and delivered 7.2 tons of food to the orbiting lab.

The cylindrical ATV spacecraft are 32 feet long (10 meters) and nearly 15 feet wide (4.5 m). They are disposable spacecraft designed to fly themselves to the space station, and then be jettisoned at mission's end to burn up in Earth's atmosphere somewhere over the Pacific Ocean. The European Space Agency commands the spacecraft from a mission control center in Toulouse, France.

The fourth ATV mission will launch the ATV-4 Albert Einstein to the station in April 2013. ?

Europe's ATV vehicles are part of a robotic spaceship fleet that regularly haul supplies to the space station. Russia's unmanned Progress vehicles and Japan's H-2 Transfer Vehicles ?have also made delivery flights to the station. NASA has contracted the private spaceflight companies SpaceX, of Hawthorne, Calif., and Orbital Sciences Corp., of Dulles, Va., to build unmanned cargo ships for station deliveries.

SpaceX performed the first test flight to the station using its Dragon cargo ship in May and is expected to launch the first official delivery flight to the orbiting lab on Oct. 7. SpaceX has a $1.6 billion contract with NASA to provide 12 Dragon delivery flights. Orbital Sciences has a $1.9 billion contract with NASA for eight delivery missions using its Cygnus spacecraft.

Insurer Aviva sells more Italian debt: CFO

LONDON (Reuters) - Aviva , Britain's second-biggest insurer, has sold more of its holdings of distressed Italian government debt in an effort to bolster its balance sheet, it said on Wednesday.

Aviva, in the throes of a restructuring after investors forced out its chief executive in May, "made an additional disposal of Italian sovereign debt during September," the company said in a management presentation published on its website.

The sale comes on top of a 2 billion euro ($2.59 billion)disposal of Italian sovereign debt in June which reduced Aviva's total holding to about 5 billion euros as of July 6, finance chief Pat Regan said at the time.

Aviva, battling to win over investors irked by a weak share price performance, aims to turn itself around by shedding underperforming businesses, cutting costs, and insulating its capital reserves against financial market fluctuations.

The company's regulatory capital buffer fell by a third between July and September last year as the escalating eurozone crisis weighed on the value of bonds issued by heavily indebted governments, stirring fears over its capital strength.

Italian government bonds have fallen steeply in value over the past two years, reflecting worries over the Italy's creditworthiness as its membership of the euro constrains its ability to tackle weak growth and rising debts.

Aviva generated about 40 percent of its operating profit in mainland Europe last year, and holds European sovereign debt partly to generate the income it needs to meet its financial obligations to European policyholders.

Aviva shares were down 2.5 percent by 1100 GMT, underperforming a 2 percent fall in the Stoxx 600 European insurance share index <.sxip>.

One of the hottest real estate tax strategies is the Real Estate Professional. The IRS is on to this one, though, so make sure you follow the rules.

If your income is over $150,000, you can not take advantage of your real estate passive losses unless you are a ?Real Estate Professional.? These losses aren?t lost forever. Instead the real estate losses are suspended until a future date when you can take advantage of them.

If you want to get the tax advantage, though, you?re going to want to be a Real Estate Professional.

There are two parts to using the Real Estate Professional exception:

(1)? You or your spouse must qualify by spending 750 hours or more per year in real estate activities, plus you must spend more hours in real estate activities than any other trade or business, and

(2)? You and your spouse together must meet the material participation rules.

The ?Real Estate Professional? Qualification

It has to be either you or your spouse.? You can?t add your hours together. You need to have BOTH 750 hours or more, plus you need to spend more time in real estate activities than any other trade or business.

One of the areas that gets people in trouble here is that there are two parts. You need to get 750 hours or more per year, AND you need to get more hours in real estate activities than in any other trade or business. You can?t simply get a real estate agent license and hope to qualify.

The ?Material?Participation??Test

The second part is the material participation test. This means that you must have 500 hours or more per property in material participation. ?The good news is that you can combine hours with a spouse for this one. The bad news is that it?s 500 hours per property. If you have 10 properties, that means a total of at least 5,000 hours. There is a way around that.? It?s called aggregation.? We?ll cover more on that in a minute.

The biggest challenge you can face with the material participation test is an IRS challenge to the activities themselves. They want to see that you put the active in activity.

If you have a property manager, you?re going to have a tougher time proving that you are involved with the business. They want to see that you are active and doing something, not sitting in your home office checking in via the Internet and phone.

Ravens quarterback Joe Flacco?s been begging for it for years.

Sunday night, he earned the respect he?s been looking for.

The Ravens quarterback stood toe-to-toe with Patriots counterpart Tom Brady, and came out the winner in a classic 31-30 decision.

Flacco was 28-of-40 for 382 yards and three touchdowns, the kind of signature win people keep expecting him to not get. At this point, he?s gotten those kind of wins often enough we really shouldn?t be surprised any longer.

Granted, he needed Justin Tucker?s just-in 27-yard field goal to win it (exorcising the demons of Billy Cundiff), but did everything he needed to do to move to 2-1.

Here are five more things we learned on Sunday Night Football:

1. God bless Torrey Smith, for the strength he showed coming to the stadium hours after his brother died in a motorcycle accident.

That he excelled on the field, catching six passes for 127 yards and two touchdowns made his story more touching, that he faced adversity and pushed through it.

But playing this game might be the easiest thing he does this week. Hopefully he has the same strength in the days to come, as well as the time and space to grieve.

2. The Ravens defense lacks a certain sizzle.

They?re still solid, but without outside linebacker Terrell Suggs, there?s a clear difference in what they?re putting on the field. The other parts can?t be as effective without the pressure he provides.

No group with Haloti Ngata, Ray Lewis and Ed Reed is going to be ordinary (although Ray Lewis isn?t RAY LEWIS anymore), but the lack of a consistent pass rush is going to keep them from becoming a truly elite group.

In other words, meeting their own established standard.

3. The Patriots are obviously smart.

Sometimes they seem to fall in love with their own cleverness, however, and make it more difficult on themselves than it has to be.

Plays such as the oddball-reverse to Julian Edelman (which Ravens linebacker Courtney Upshaw destroyed for a big loss, giving the Ravens a spark at a time they looked lifeless) are cuter than they need to be.

Couple it with their menagerie of backs of all shapes and sizes (mostly small), and it smacks of Josh McDaniels and Bill Belichick congratulating themselves for doing things others can?t.

Psst, fellas, here?s the secret to the Patriots offense: You have Tom Brady.

It doesn?t have to be that hard.

4. That being said, the amount of freaking out about Wes Welker the first two weeks was clearly over the top.

Because they tinker, and because they spread it around, it?s senseless to think he wasn?t going to get his chances, contract issues notwithstanding.

With a 59-yard reception early, and eight catches for 142 yards, it?s clear they?re going to give him plenty of chances.

5. Ravens cornerback Cary Williams isn?t as bad as he looked at times Sunday night.

But he has the misfortune of playing opposite Lardarius Webb, which means he?s? going to be targeted more often than he would playing anywhere else.

He turned down an extension offer from the Ravens in August, but needs to play better on national television if he?s going to do better on the open market.

Britain urged to investigate Trafigura scandal

ABIDJAN, Ivory Coast (AP) ? The British government is urged by Amnesty International and Greenpeace to investigate possible criminal charges against the multinational firm Trafigura, over the dumping of toxic waste in Ivory Coast that is blamed for several deaths and sickening thousands.

The 2006 waste disposal in Abidjan has come here to represent the arrogance of the western world toward the African continent.

A three-year-long investigation by Amnesty International and Greenpeace published Tuesday points to "clear evidence that at least part of the decision-making process on export of the waste from Europe and delivery to Abidjan emanated from London," making U.K. prosecutions feasible.

The report calls for the United Kingdom to undertake criminal investigations against Trafigura. It also urges Ivory Coast to review a 2007 decision that gave Trafigura immunity from prosecution on Ivorian soil, and to probe how compensation from an out-of-court settlement in the U.K. was allowed to be misappropriated.

Britain's government responded Tuesday, saying it would be inappropriate for the U.K. to launch an investigation because the vessel involved was not registered in the U.K. and the waste wasn't loaded in or originating from the U.K.

"We condemn incidents such as occurred in Abidjan where toxic waste was dumped, with such devastating effects on human life and the environment," a spokesman from the Department for Environment, Food and Rural Affairs said. "Controls are in place in the UK to help prevent such incidents occurring, including controls on ships waste and on the import and export of hazardous waste."

More than 100,000 people sought medical treatment in the first five months after the waste was dumped in Abidjan in 2006, according to Ivorian authorities. A national commission of inquiry reported 15 deaths, though an Ivorian court put that number at 17. Trafigura has disputed those figures, saying the waste could only have caused "low level flulike symptoms and anxiety."

The new report says the dead included a 6-month-old baby and an inmate at Abidjan's main prison said to be 12 or 13 years old. Waste had been dumped just a few meters from the prison's juvenile block.

Six years ago on a morning burned into the collective memory of this West African nation, Abidjan residents awoke to a smell that was a mixture of rotten eggs and gasoline fumes.

Overnight on Aug. 20, 2006, toxic waste from the ship Probo Koala had been dumped in at least 18 locations throughout the city, including near houses, schools and crops.

Before long, residents reported symptoms including nausea, respiratory problems and burning skin, and the lack of information on what was causing the smell and symptoms created panic.

The new report describes how Trafigura purchased large amounts of an unrefined gasoline called coker naphtha, then subjected it to a refining process known as "caustic washing," which is known to create hazardous waste. The caustic washing was initially carried out on land in the United Arab Emirates and Tunisia, but Tunisian authorities suspended the process in April 2006 after workers became ill, and the rest of the process was carried out at sea, according to the report.

The multinational attempted to offload the waste in Gibraltar, Malta, France and Italy without success, the report says. An agreement was then reached with a Dutch company to offload the waste in Amsterdam, but the company raised its price after tests showed the waste would require more specialized treatment than had originally been expected. After failing to offload the waste in Lagos, Nigeria, a Trafigura subsidiary arranged for it to be offloaded in Abidjan in August by Compagnie Tommy, a firm that had received its operational license the previous month.

Fabrice Gbangbo, 37, who lives near the open-air Akouedo dumpsite, the initial offloading point for the waste, described to the AP how he woke up the morning after the waste had been deposited to see large blisters forming on his skin.

"Everybody was panicking here," he said. "No one knew where the smell was coming from."

Although the case has received much attention, the new report contends that Trafigura's role in the dumping "has never been subject to a full court proceeding." It also says Trafigura has blocked attempts to obtain full information about the nature of the waste.

For example, Gbangbo said that without this information, residents of his village would never know if they were completely safe. "I don't know if I'm still affected because we never had a good medical analysis," he said. "We think we are OK, but maybe we're suffering inside. I don't know."

Responding to the report in a letter addressed to Amnesty Africa Director Audrey Gaughran, Trafigura said the report contains "significant inaccuracies and misrepresentations," but does not specify them.

"The report oversimplifies difficult legal issues, analyzes them based on ill-founded assumptions and draws selective conclusions which do not adequately reflect the complexity of the situation of the legal processes," reads the letter, signed by Eric de Turckheim, a member of Trafigura's supervisory board.

"Courts in five jurisdictions have reviewed different aspects of the incident, and decisions and settlements have been made. It is simply wrong to suggest that the issues have not had the right judicial scrutiny."

Trafigura agreed in February 2007 to pay roughly $200 million to Ivory Coast for compensation and clean-up. This was the same settlement that gave Trafigura immunity from prosecution in the country. However, it is unclear whether all victims deemed eligible by the government for compensation had received any money, said Amnesty's Gaughran, who added that the government's list of victims was likely incomplete.

An additional $45 million in compensation was paid by Trafigura as part of a 2009 settlement in a case brought in the U.K. by 30,000 victims, but the distribution process was corrupted when an organization falsely claiming to represent victims effectively robbed some 6,000 victims of the money they were due to receive.

Ivory Coast's Minister for African Integration Adama Bictogo resigned in May over his alleged role in the scandal, though a prosecutor said in July that charges would not be brought against him.

The letter from Trafigura says the apparent misappropriation of compensation payments was "regrettable," but that this was "entirely outside our control."

Gaughran said it was important for Ivory Coast to review past problems with compensation and to continue to distribute money to victims who were not able to access previous compensation schemes.

One of the main lessons of the case, she added, was how difficult it was to ensure accountability for actions taken in multiple countries, but she said it was important that Trafigura be held responsible. "We can't end up in the position that just because three or four countries are involved that somehow nobody can get to grips with the problem," she said.

Hardline American Republicans tasted a blast of buckshot from Down Under after Wayne Swan, Australia?s deputy prime minister, declared them responsible for the global economic malaise. In a speech to financial-services executives in Sydney, the feisty Aussie from the left-leaning Labor Party made it clear that he had no stomach for Tea Party types: ?Let?s be blunt and acknowledge that the biggest threat to the world?s biggest economy are the cranks and crazies that have taken over a part of the Republican Party.? While the conservative opposition was swift to condemn Swan for his ?immature contribution? and, perhaps hyperbolically, for ?peddling hatred,? Australia?s prime minister, Julia Gillard, stood by her man. ?America is, of course, a global economic giant and what happens in the U.S. economy matters to the world economy and it matters to us,? she said. ?Wayne Swan was making that very common-sense point.?

When Michael Arrington calls, you answer. Even if you?re perusing evangelical memorabilia at a South Carolina gas-and-sip.

We talked Friday at 4 p.m., and I was already en route to a Labor-Day vacation. Mike was still on the job. I asked him about his love life and his goat, but Mike wanted to know if Silicon Valley real estate had sagged since ?the big IPO bust.?

It?s a good question.

At open houses this spring, Silicon Valley real estate agents often told would-be buyers to make an offer before Facebook set off a new IPO frenzy and a new round of real estate bidding wars. Before the Facebook S1 was even filed, jewelers, luxury-car dealers and real estate agents were already dividing the economy into two phases: BF (Before Facebook) and AF (After Facebook).

And sure enough, starting last year, we saw all sorts of pre-AF shenanigans: One seller, for example, agreed to sell a home for $4.3 million to a Redfin client, only to demand more money a few weeks later on the premise that the Facebook offering would send demand through the roof.

But the IPO frenzy never came to pass. Facebook is one of the greatest consumer Internet companies of our generation, but for the time being the company is?trading at half its IPO price. Groupon and Zynga, also titans of the industry,?have been in free-fall since their last earnings call, now down more than 80 percent from their peak. $76 billion in wealth disappeared from those three companies alone ? enough to buy every home that sold in Silicon Valley this year nine times over.

Of course, when one big guy gets indigestion in the Valley, everyone else in the buffet line puts down her plate. The secondary market for pre-IPO shares in companies like Twitter has mostly followed Facebook?s fortunes. And all the startups that can?t plausibly reach $100 million in revenue are having a harder time raising later-stage rounds of venture capital.

The Only Problem With Silicon Valley Real Estate Is That There?s Not Enough Of It

But how did the real estate market react? Like a bull in a rodeo: in the past three months alone, home prices have increased 4.7 percent in San Mateo County and 2.9 percent in Santa Clara County. Sales volume has mostly been strong, and would have been much stronger if there were more homes to buy.

The number of Silicon Valley listings fell off a cliff: dropping 49.5 percent from August 2011 to August 2012 in San Mateo County, and a whopping 65.7% in Santa Clara County. San Mateo County currently has a 1.6-month supply of homes for sale, and Santa Clara County has 1.1 months of supply. If Silicon Valley owners stopped hanging new yard signs while sales continued apace, all the listings would be gone in six weeks. The typical supply in a healthy market is six months.

Inventory is low elsewhere, too. The problem in a place like Las Vegas or Florida is that would-be sellers owe the bank more than their home is now worth. But in Silicon Valley, home-owners can afford to sell; most just don?t want to.

And why would they? Economists at virtually every major bank, from Goldman Sachs to J.P. Morgan, now agree that the bottom in U.S. housing prices is here. Nationwide, rents are rising faster than at any point in the past five years, and rental vacancies are at a 10-year low, even as interest rates approach 3.5?percent. The rental pinch is even more acute in the Bay Area, where new Redfin engineering recruits struggle to start their jobs on time because they can?t find places to live.

All this makes it pretty attractive to hold onto the home you?re leaving behind, with a tenant paying your mortgage for two years, especially if you believe by then your place will be worth more than it is now.

The limited supply of starter homes squeezes first-time buyers the most, as was the case with this two-bedroom townhouse in downtown Mountain View. It was listed at $946,000 at the end of August, and was under contract to sell 14 days later. Three clients using three different Redfin agents bid on the property, and the winning offer was even higher; we expect it to close for $965,000 or more.

Three months earlier, before the Facebook IPO, Redfin Silicon Valley agent Brad Le represented a client on the exact same unit a few doors down, listed at $938,888; Brad?s client beat out three offers total with a winning bid of $955,000. This tells us that the market has only gotten stronger.

The competitive dynamics for these Mountain View townhouses have been tame compared to what we just saw at this Cupertino three-bedroom home, listed higher than any nearby comparable properties at $1,038,000, but within walking distance to three of Cupertino?s best schools. Redfin Silicon Valley agent Nicolas Meyer represented a client willing to pay $1.1 million with no inspection, but the property attracted 17 other offers; the winner was willing to pay even more than $1.1 million, with no inspection and no financing contingency. We?ll find out next week what it ultimately sold for.

In Silicon Valley, Houses Become Like Food

What this tells us is that After Facebook, the real estate market is just as strong as it was Before Facebook. How could that be so?

Well, the truth as far as Facebook?s employees were concerned is that Elvis had left the building years before. We?ve been working with Facebook buyers at least since 2010, many of whom sold their stock on secondary markets, at least in one case using the proceeds to buy a house and the surrounding lots, too. And now, even if no one from Facebook cashed in her stock, the NASDAQ is up 20 percent??since the beginning of the year, and Apple, Google and LinkedIn buyers are out in force, as are a larger number of foreign investors. Everyone, including folks from India and China, wants to send his kids to a Cupertino public school.

And the deepest truth is this: Regardless of whether Facebook is trading at $20 or $200, Silicon Valley housing is effectively trading at $2. What I mean is that in Silicon Valley, property has become more like food, a commodity that takes up a smaller and smaller portion of our net worth. Even if you shop at Whole Foods, prices just can?t keep up with what people here are earning.

It?s hard to believe sometimes that all the money that comes from 1s and 0s can be used to buy real physical things, and that all those things, made from sweat and rocks and careful craftsmen?s fingers, can be so relatively cheap. But this has become the central fact of the global economy.

This isn?t to say that prices can?t go down in Silicon Valley. But if they do any time soon, it will be because people don?t want to pay that much, not because they can?t afford to. Facebook?s IPO, whether it was merely enormous rather than absolutely flabbergasting, just contributed another layer to the Valley?s accumulated riches. This stupendous wealth creation is a wonder of the world until you want to buy a home in Palo Alto. No place can claim to be heaven unless it?s hard to get into.

Mosquito virus could lead to new vaccines and drugs

ScienceDaily (Sep. 20, 2012) ? A mosquito sample collected three decades ago in Israel's Negev Desert has yielded an unexpected discovery: a previously unknown virus that's closely related to some of the world's most dangerous mosquito-borne pathogens but, curiously, incapable of infecting non-insect hosts.

Researchers believe this attribute could make the Eilat virus a uniquely useful tool for studying other alphaviruses, a genus of largely mosquito-borne pathogens that includes the viruses responsible for chikungunya, Venezuelan equine encephalitis, western equine encephalitis and eastern equine encephalitis. In addition, the researchers say, Eilat could also aid in the development of new alphavirus vaccines, therapies and diagnostic techniques.

"This virus is unique -- it's related to all of these mosquito-borne viruses that cause disease and cycle between mosquitoes and animals, and yet it is incapable of infecting vertebrate cells," said University of Texas Medical Branch at Galveston graduate student Farooq Nasar, lead author of a paper on the virus now online in the Proceedings of the National Academy of Sciences. "It's a gift, really, because we can compare it to other alphaviruses and figure out the basis of their ability to infect a variety of animals, including humans."

Eilat was discovered in a virus sample that Joseph Peleg of Hebrew University sent to UTMB's Dr. Robert Tesh, an author of the PNAS paper and director of the World Reference Center for Emerging Viruses and Arboviruses. The collection holds over 5,000 identified viruses and dozens of unidentified samples like the one contributed by Peleg.

All the researchers knew about Peleg's specimen was that it killed insect cells while leaving animal cells untouched, a very unusual behavior. So they sent it to a lab at Columbia University that specializes in doing highly intensive searches for the genetic material of viruses, a process called "deep sequencing." As it turned out, there were two new viruses in the sample. One virus killed insect cells, and the other -- Eilat virus -- infected them without doing any harm.

"We were extraordinarily lucky to have that other virus in our sample, because without the cell death it caused, we never would have done the work that led us to Eilat," Nasar said. "Essentially, we found it by accident."

Eilat's inability to grow in animal cells -- even its genetic material cannot replicate in them -- makes it unique among alphaviruses, and it also makes it likely that the virus could be uniquely valuable to researchers who study alphaviruses and work to protect humans and domestic animals from them. For example, the UTMB researchers say, Eilat could be transformed into a vaccine against one of its dangerous relatives by making changes to the genes that produce its envelope proteins, which are exposed on virus particle surfaces and stimulate the critical parts of the immune response.

"We have taken the genes for the envelope proteins of very dangerous viruses like eastern equine encephalitis and used them to replace the genes for Eilat's structural proteins," Nasar said. "That gives us viruses that we can grow in insect cells that can't do anything in vertebrate cells at all, but still produce immunity against eastern equine encephalitis -- they can be used to vaccinate animals, and hopefully someday people."

A variety of Eilat-based "chimeric viruses" -- viruses made by combining genetic material from other viruses -- could be used to study the interactions between host cells and dangerous alphaviruses, leading to the development of antiviral drugs. The viruses could also serve as the basis for new diagnostic tools that could be deployed in an alphavirus outbreak. Because these chimeras, like Eilat, would not be able to infect vertebrates, such research could be done without the elaborate and often cumbersome containment precautions needed for working with pathogens like chikungunya, Venezuelan equine encephalitis, or eastern and western equine encephalitis.
