Lawmakers require VA to track effects of burn pits

WASHINGTON (AP) ? J.D. Williams didn't think much about the smoke cloud that often shrouded his air base in Iraq. Not when it covered everything he owned with black soot or when his wheezing and coughing made it difficult to sleep at night.

"We just went about our business because there was a war going on," said Williams, a retired chief warrant officer who was responsible for maintaining some 250 aircraft for the U.S. Army's 101st Airborne Division.

He returned home from that second stint in Iraq in 2006 and subsequently was diagnosed with an irreversible lung disease that his doctor suspects could be related to smoke from one of the hundreds of burn pits that dotted Iraq and Afghanistan during the course of the two wars. The pits were used to burn off the garbage that accumulates at military bases, everything from Styrofoam and metal to paints, solvents, human waste and medical waste.

A new Department of Veterans Affairs registry, mandated by Congress, will be used to try to determine if there is a link between the burn pits and long-term health problems.

Military personnel who were stationed near an open burn pit can sign up. Researchers will use the database to monitor health trends in participants, and the VA will alert them to major problems detected.

Over the long term, the findings could make it easier for veterans who served near burn pits to obtain disability payments.

Williams, 56, of Huntsville, Ala., was initially told that he would have to prove that his illness, diagnosed as constrictive bronchiolitis, was service-related. He walked out of the room. Eventually, after he traveled to Washington and met with members of Congress, the VA increased his disability rating 10 percent.

He said he's hoping the registry will pave the way for other soldiers to avoid a similarly exasperating process. If researchers find certain illnesses are linked to exposure to burn pits, then the VA would be more likely to declare those illnesses a presumptive condition, eliminating the need for a veteran to prove that his or her illness is service-related.

Sixty-three burn pits were still being used in Afghanistan as of Dec. 26; those in Iraq were closed by December 2010. Camps with fewer than 100 people are not required to report the use of a burn pit, so there could be more, but generally much smaller ones. Proponents say the burn pits were so widespread that the large majority of veterans from Iraq and Afghanistan could participate in the registry.

In 2009, the military updated its policies on burn pits to prohibit the burning of hazardous materials such as certain medical waste, batteries and tires, and whenever possible, to situate them where the smoke would not blow over work and living quarters.

"When our service members voice concerns about burn pit exposures as well as other health issues, we take our responsibility seriously to investigate these exposures and possible health risks, and to implement any protective measure that are indicated and feasible," said Defense Department spokeswoman Cynthia O. Smith.

The creation of the burn pit registry has been several years in the making.

Air Force Lt. Col Darrin Curtis said in a memo disclosed by the Army Times in 2008 that he believed a particularly large burn pit at Joint Base Balad, one of the largest air bases in Iraq, was an acute health hazard, and he was amazed that it was allowed to operate without restrictions.

Congressional hearings followed that featured sick veterans, contractors and family members who had lost a loved one from illnesses they attributed to burn pits. The Pentagon said that none of the monitoring conducted at Balad identified an increased risk for long-term health problems. It has maintained that position over the years but also acknowledges that some personnel have persistent symptoms, possibly as a result of elevated exposures to the smoke, existing health conditions or other unknown factors.

An Institute of Medicine study requested by the VA and made public in 2011 concluded there was insufficient data to determine whether burn pit emissions had long-term health consequences. The study found the pollutants measured at Balad were generally present at a concentration so low that it would not be expected to cause any harm, even if a person was exposed to that concentration for a lifetime. The two exceptions were particulate matter and acrolein.

Particulate matter is a mixture of small particles and liquid droplets that can lead to acute respiratory problems. But the high concentrations at Joint Base Balad came primarily from local sources such as traffic and dust storms, rather than the burn pit, according to the institute, which advises the government on health issues.

Acrolein is a liquid primarily used as a herbicide and in making other chemicals. Exposure can lead to eye, nose and throat irritation. Although the concentration exceeded precautionary levels set by the Environmental Protection Agency, it was still far below the concentration that led to nasal and lung damage in laboratory animals, the study said.

The Pentagon said it is continuing to study the potential hazards of burn pit exposure.

The VA opposed the legislation setting up the burn pit registry even though it has registries for those exposed to Agent Orange in Vietnam and for those who served during the Gulf War. The department did not oppose trying to track potential burn pit-related illnesses, just the mechanism proposed.

"We said it was not the best scientific approach for learning about long-term health outcomes and it really wasn't necessary for outreach because we have other programs in place," said Dr. Paul Ciminera, director of the VA's Post-9/11 Era Environmental Health Program.

As to whether the burn pits lead to health problems in soldiers, Ciminera cited the Institute of Medicine report. "We need to do further research to see what the long-term effects could be," he said.

Democratic Sen. Tom Udall of New Mexico, the lead Senate sponsor of the registry legislation, said he pushed ahead despite VA objections because the department seems to instinctively reject concerns that veterans are harmed by their surrounding environment. He cited Agent Orange as an example and said the VA initially resisted a link between the defoliant and the health of soldiers who served in Vietnam.

Many supporters of the registry, including Williams, are also participants in a class-action lawsuit filed against KBR Inc., which contracted with the government to operate several of the burn pits in Iraq and Afghanistan. Some 50 lawsuits were consolidated into one case in a Maryland federal court. The plaintiffs are seeking damages for various injuries, emotional distress and fear of future disease. KBR is seeking to dismiss the lawsuits on grounds it deserves the same immunity that prevents the plaintiffs from suing the federal government.

"Every type of waste imaginable was and is burned in these pits," the plaintiffs said in their lawsuit.

Veterans groups were big backers of the registry, and an often-divided Congress overwhelmingly sides with them rather than the VA.

"You've been told since you're a little kid: 'Don't put a Styrofoam cup in a fire and breathe it because it's bad for you," said Ray Kelley, national legislative director for the Veterans of Foreign Wars. "They do that all day long on these stops along with Lord knows what else, from human waste to all sorts of garbage. You're inhaling that on a daily basis. It can't be good for you."

NM teen spends time at church after family slain

ALBUQUERQUE, N.M. (AP) ? The New Mexico teen accused of killing his family and plotting to gun down Wal-Mart shoppers spent much of the day after the early morning slayings at his church, wandering the campus as dozens of Sunday school teachers were being trained on how to deal with a shooter, a security official said.

But it wasn't until hours later, former police officer and Calvary Albuquerque security chief Vince Harrison said, that he knew something had gone terribly wrong.

Harrison, who led the safety training Saturday morning, said he was called back to the church Saturday evening after 15-year-old Nehemiah Griego told a pastor he found his family dead in their home.

"When I met Nehemiah, I knew something wasn't right," Harrison said Wednesday. "I could feel it, I could see it in his eyes and I could see it in his behavior and his demeanor so the red flags went up and that's when I called the sheriff's department."

Harrison, who had known the Griego family for about 10 years, said he drove the teen back to the family's rural southwest Albuquerque home to meet authorities, interviewing him along the way.

"He went into detail of where they were, where the guns were and he was very matter-of-fact, really cold so I knew something wasn't right," Harrison said.

After finding the bodies, sheriff's officials say, they took the teen to headquarters. During questioning, they say he confessed to shooting his mother and three younger siblings in their beds shortly after 1 a.m., then waiting in a bathroom with a military-style semi-automatic rifle to ambush his father upon his return from an overnight shift at a homeless shelter.

They say he also told them he had reloaded the family's rifles and taken them with him in the family van with plans to randomly shoot more people.

"That sends chills down my spine," Harrison said. "But obviously God had a different plan."

Harrison said several people spotted Griego at the church Saturday, but thought nothing of it until his arrest. He said officials then reviewed security video and found the teen had spent much of the day there.

He said he doesn't know why Griego decided to come to the church, but that it was like a second home for the boy, who was schooled at his house.

"It was a familiar place to him," Harrison said. "I think if he did have in his mindset to do something foolish and start shooting people there also, I think his demeanor was tamed a little bit because he saw people there he knew."

Sheriff Dan Houston said Tuesday there was no indication Griego intended to harm anyone at the church. The sheriff also said Griego and his girlfriend had spent much of the day together.

A prayer vigil was held at the church Wednesday night for victims Greg Griego, 51, his wife, Sarah Griego, 40, and three of their children ? a 9-year-old boy, Zephania Griego, and daughters Jael Griego, 5, and Angelina Griego, 2.

Before the start of the vigil, members of the crowd shared hugs and handshakes as photographs of the victims were displayed on large digital screens at the front of the church. An estimated 2,000 people attended and nearly every seat was filled before the start of the hour-long service.

"Our hearts break, Lord," Pastor Skip Heitzig told the crowd. "We, often in times like these, scratch our heads and wonder why. We are at a loss for words and we are certainly at a loss for explanation."

Heitzig shared stories about Greg Griego and his family, saying Greg was always ready to "get his hands dirty" and was dedicated to helping others find God. He also urged the crowd to remember that forgiveness and restoration ? two tenets dear to Greg Griego ? will be important as the community moves forward.

Relatives in a statement Tuesday night said they were heartbroken, and remembered the teen as a bright and talented musician who played guitar, drums and bass with the church choir. He also was a champion wrestler who dreamed of following his family's long tradition of military service, and a boy who accompanied his pastor father on rescue missions to Mexico, they said.

"We have not been able to comprehend what led to this incredibly sad situation. However, we are deeply concerned about the portrayal in some media of Nehemiah as some kind of a monster."

The statement, emailed by the boy's uncle, Eric Griego, called on the media and the public not to use 15-year-old Nehemiah Griego "as a pawn for ratings or to score political points."

"He is a troubled young man who made a terrible decision that will haunt him and his family forever," the statement said.

Nepal clashes erupt in new threat to peace process

KATHMANDU (Reuters) - Opponents of Nepal's Maoist prime minister hurled stones at rivals and erected barricades in a provincial town on Wednesday, police and media said, raising tensions that threaten a peace process in a country still recovering from a decade of civil war.

At least two dozen people were injured in Dailekh, 300 km (185 miles) west of the capital, Kathmandu, where activists from seven opposition parties, calling for Prime Minister Baburam Bhattarai to resign, massed outside the venue of a Maoist conference. Police fired tear gas to try to disperse the crowds.

A building housing the local Maoist party office was set on fire, police said. Opposition activists blocked the main roads leading into town and burned tires to enforce a general strike against the government, witnesses said.

"The trouble started after the main Maoist conference had ended when rival groups pelted stones at each other forcing police to fire several shells of teargas to bring the situation under control," said police spokesman Keshav Adhikari.

Television news channels said more than 25 people were injured but Adhikari said he had no figures. TV footage showed black smoke rising from burning tires and activists chanting and pumping their fists into the air.

This is the first time the Maoists and opposition parties have clashed since parliament was dissolved in May, having failed to finalize a new constitution seen as key to the country's long term stability.

The opposition parties want Bhattarai to quit to pave the way for the formation of a national unity government to oversee parliamentary elections expected in May, a demand the former rebel leader has refused.

Pressure on Bhattarai, 58, is mounting after he failed to hold the elections he ordered for November last year.

The Maoists waged an armed struggle against the country's now toppled monarchy. They joined the political mainstream in 2006 after the end of the civil war that killed more than 16,000 people. They won elections two years later and are now leading a coalition government in the impoverished Himalayan republic.

(AP) ? A wistful moment for President Barack Obama came shortly after his public swearing-in ceremony.

As he began walking off the inaugural platform to go into the U.S. Capitol for the traditional luncheon with lawmakers and other dignitaries, Obama stopped and turned around to look at the scene on the National Mall, filled with hundreds of thousands of people who braved chilly weather to be part of the day.

"I want to take a look, one more time," he said. "I'm not going to see this again."

In a nod to their increasing political clout, three Latinos played important roles in Barack Obama's public inauguration ceremony.

First, Supreme Court Justice Sonia Sotomayor administered the oath of office to Vice President Joe Biden. Nominated by Obama, Sotomayor is the first Latina justice.

Richard Blanco delivered the inaugural poem, "One Today." He's the first Hispanic and the first openly gay person to serve in the role. At 44, he's also the youngest inaugural poet.

Finally, the Rev. Luis Leon, rector of St. John's Episcopal Church near the White House, delivered the closing prayer. Obama attended a worship service at the church before heading to the Capitol.

Latinos voted 7-to-1 for Obama in November's elections.

Among the throngs visiting Washington for the ceremonial swearing-in of Barack Obama was David Richardson, 45, of Atlanta, with his children, Camille, 5, and Miles, 8 ? all bundled up in hats, scarves and mittens. Richardson said he wanted his children to "see history" firsthand and "witness that anything is possible through hard work."

Vicki Lyons, 51, from Lakewood, Colo., who describes herself as "mostly Republican," said she didn't vote for Obama but called the inaugural experience "surreal" and "like standing in the middle of history."

Said Lyons: "No matter who the president is, everybody needs to do this at least once."

Plenty of celebrities were on hand for Barack Obama's inauguration.

Beyonce belted out an impressive rendition of the national anthem, and then returned to her spot on the inaugural platform with Jay-Z.

James Taylor sang "America the Beautiful" and Kelly Clarkson followed with "My Country 'Tis of Thee."

Other celebs spotted: Katy Perry and John Mayer, who sat side-by-side, as well as Actress Eva Longoria and former Boston Celtics great Bill Russell.

Not everyone was waving an American flag and cheering "Obama" at the inaugural ceremonies on Monday.

John Diamond of Arlington, Va., handed out flyers inviting people to a "dis-inauguration ball" later in the day.

"Not my president," said his flyer, with the classic Obama "O'' logo part of the word "not."

Diamond, who didn't vote in this election, said he wants to encourage peace and non-violence.

Other voices of dissent could be heard during the president's swearing-in ceremony. Even during prayers, a steady stream of "What about the babies?" wafted from the southwest of the U.S. Capitol.

It didn't all go off without a hitch.

Some folks bailed on their inaugural plans when the trek to the National Mall became too long.

Cheryl Tate, 52, of Flint, Mich., and her friend Karen Pugh, 43, gave up after a long walk from RFK stadium, where their tour bus had parked. They instead turned around in hopes of finding a nearby restaurant to watch President Obama on television.

Near the Washington Monument, people milled through the crowd of thousands to get a glimpse of the inauguration ? only to find that the Jumbotron was cutting in and out and they couldn't hear the speakers. Some booed.

Moses Ashford of Columbia, S.C., didn't have regrets. "I'm happy. I'm smiling, and I see smiles on many of the people here."

A first, of sorts, at this inaugural.

For the first time in more than three decades, there was neither a Clinton nor a Bush on either the departing or the incoming presidential ticket. Since 1981, every year until now has seen someone from one of the two famous political families front-and-center on the inaugural platform.

In 1981 and 1985, it was George H.W. Bush as vice president to Ronald Reagan, followed four years later by Bush as president. In 1993, with Bush looking on, Bill Clinton took the oath as president and again four years later in 1997. Then, a departing Clinton took to the inaugural platform in 2001 as George W. Bush was sworn in. Bush had a second inauguration in 2005, and then witnessed the inauguration four years later, in 2009, of Barack Obama.

While Bill Clinton may not have been in the front row during Obama's second inaugural on Monday, Clinton and his wife, Secretary of State Hillary Rodham Clinton, did join lawmakers and other dignitaries on the inaugural platform. Former President Jimmy Carter and his wife, Rosalynn, also attended the ceremonies at the Capitol's west front.

Leon Panetta, Defense Secretary, Saw Tenure Marked By Fiscal Crisis, Budget Battle

WASHINGTON -- As Defense Secretary Leon Panetta's plane returned home Saturday night, completing his final official overseas trip, his staff gathered to salute his time as Pentagon chief and present him with a symbol of his tenure: a plastic meat ax.

After 19 months at the helm of the world's largest military, Panetta may go down in history as the CIA director who got Osama bin Laden. But his time in the Pentagon came at a critical moment ? dominated by the nation's fiscal crisis and an endless struggle to protect the defense budget from billions of dollars in automatic spending cuts that he has repeatedly likened to a meat ax.

For President Barack Obama, Panetta's experience as a congressman and as budget director in the Clinton administration made him the perfect choice to take on Capitol Hill as the fiscal cliff loomed. So for the last year and a half, Panetta has cajoled, convinced and at times castigated lawmakers in his effort to protect the defense budget.

Lawmakers "just got to suck it up and take on some of the risks," Panetta told soldiers at a stop in Vincenza, Italy, during the trip. He said he tells lawmakers, "I've got men and women in uniform that put their lives on the line in order to fight for this country ? you can have a small bit of the courage they have to do what you have to do."

The budget battle has eaten up much of his time, even as he oversaw the military's final, formal days in Iraq, the start of the last drawdown of troops in Afghanistan, and the end of the successful NATO campaign to end Moammar Gadhafi's reign in Libya.

And while the fiscal debate still rages on, those who worked with him on the Pentagon's E Ring say he was often effective in his dealings with Congress because he was comfortable on Capitol Hill and he spoke the language.

Panetta's personal style also drove his daily interactions. Unlike former Defense Secretary Robert Gates, who read voraciously and could never have too many details, Panetta is a people person. He wants to see one or two pages of talking points and then sit down, face to face, to talk things through.

He's brought his affable personality and infectious, shoulder-shaking laugh to the diplomatic front. Meetings with Middle East leaders sometimes started with a bear hug, or ended in an invitation to go for drinks.

And as he returned to his family's ancestral homeland during his final trip for meetings with leaders there, Panetta ? the self-described son of Italy ? delivered the first few sentences in Italian.

His more genial style was underscored as he gave one of his final policy speeches at King's College in London. Gates, in his last speech, slammed NATO members for relying on the U.S. to carry the brunt of military responsibilities and said the alliance faced a "dim, if not dismal future." Panetta, instead, used his swansong to gently prod allies to be more flexible and creative and to not let budget constraints prevent them from facing security challenges that come up.

Panetta's Pentagon tour saw its share of controversy in the military, with prostitution scandals, spikes in sexual assaults and suicides, and ethical lapses by a handful of senior military leaders. His tenure was much shorter and not nearly as tumultuous as those of his two predecessors, Gates and Donald H. Rumsfeld. The Pentagon agenda had largely been set before Panetta replaced Gates, and the administration saw no need for a major course correction.

However, Panetta drew from his two years as CIA chief to escalate the use of drones for both counterterrorism strikes and intelligence gathering. While he profited from Gates' campaign to dramatically increase investments in drones, he expanded their use to target the al-Qaida affiliates around the world. And he opened up the public debate over them a bit when, on the tarmac at Naval Air Station Sigonella in Sicily, Panetta became one of the first U.S. officials to talk openly about the CIA's use of killer drones ? long a taboo subject.

During speeches in the last week, as he set the table for his legacy, Panetta talked repeatedly of the war on al-Qaida. The man behind the raid that killed bin Laden wants to ensure that the targeting continues, and that it blocks the terror network from gaining footholds in North Africa, Somalia and Yemen, and from returning to its bases in Afghanistan.

Panetta insists that al-Qaida's leadership has been decimated. But he acknowledges the fight is far from over and victory not yet in reach. In fact, he spent much of his last trip dealing with the hostage crisis in Algeria, where Islamic militants linked to al-Qaida attacked a natural gas complex in the middle of the Sahara desert.

Sometime next month, Panetta will leave the Pentagon, finally returning home to his beloved walnut farm in Carmel, Calif. In the farewell ceremony on board his military plane, the son of Italy thanked his staff for working to protect America, saying he believes they made the world safer.

In turn, they presented him with a cake. Across the top was written: Arrivederci.

Happy Birthday, Buzz Aldrin! Apollo 11 Moonwalker Is 83 Today

Famed space man Buzz Aldrin, the second person ever to walk on the moon, is celebrating his 83rd birthday today (Jan. 20) in cosmic style.

Aldrin, who along with Apollo 11 astronaut Neil Armstrong boldly walked where no one had before in 1969, is marking his birthday on the road with a trip to England.

"I'm heading home today if the UK weather allows," Aldrin wrote in a post on Twitter today, where he writes as @TheRealBuzz.

This month, Aldrin helped launch the AXE Space Academy, a private spaceflight competition that aims to launch 22 people on suborbital spaceflights as part a deal with the space tourism company Space Expedition Curacao and XCOR Aerospace, which is building the Lynx space plane? to be used on the flights.

"Space travel for everyone is the next frontier in the human experience," Aldrin said during the project's launch this month.

But Buzz Aldrin is likely most well-known for his role on NASA's Apollo 11 mission, which made the first manned moon landing on July 20, 1969, when and Armstrong landed on the moon and performed the first moonwalk. Aldrin served as lunar module pilot for the Apollo 11 mission, with Armstrong commanded the mission. Astronaut Michael Collins, meanwhile, served as command module pilot and remained in orbit around the moon during the landing. Armstrong died at age 82 last year.

Aldrin is a retired colonel in the U.S. Air Force and flew combat missions in Korea before joining NASA's astronaut corps in 1963 as one of the space agency's third group of astronauts. He was born Edwin Aldrin ("Buzz" was originally a nickname) in Montclair, N.J., and earned a Ph.D. in astronautics from the Massachusetts Institute of Technology. [Photos of Buzz Aldrin at NASA]

Aldrin's fist space mission, Gemini 12, launched on Nov. 11, 1966, sending him and astronaut James Lovell on a four-day mission to test spacewalk methods, among other goals. It was the final mission of NASA's Gemini program, allowing the space agency to proceed with the Apollo missions that ultimately sent Aldrin to the moon.

Aldrin, Armstrong and Collins launched their Apollo 11 mission on July 16, 1969. Aldrin and Armstrong spent two hours and 15 minutes walking on the lunar surface during their time on the moon. The Apollo 11 crew returned to Earth on July 24, 1969. Five more successful moon landing missions would follow.

Aldrin left NASA in 1971 and retired from the Air Force a year later. Altogether, he logged 289 hours and 53 minutes in space.

Since then, Aldrin has used his moonwalker fame to lobby for continued space exploration, specifically a return to the moon and missions to Mars. He has written several books, including two autobiographies, and made several notable television appearances, with stints on "Dancing with the Stars," "Top Chef," "The Colbert Report" and "Big Bang Theory."

Earlier this year, Aldrin settled his divorce from his wife Lois Driggs Cannon after 23 years of marriage, citing "irreconcilable differences."

The store is the fifth of Goodwill?s new prototype stores, said David Tobiczyk, vice president of marketing for Goodwill of Southwestern Pennsylvania. It will have 9,300 square feet of sales space within the 15,000-square-foot structure and include a collection center with 20 employees. Tribes try to raise money to send dancers to inaugural parade in DC and be Wyoming's only reps

RIVERTON, Wyo. - The Eastern Shoshone and Northern Arapaho tribes are trying to raise money to send a group of drummers and dancers to Washington so Wyoming isn't without representation at next week's presidential inaugural parade.

Northern Arapaho tribal liaison Gary Collins said Monday that the Presidential Inaugural Committee contacted him just over a week ago to let him know that Wyoming would be the only state not represented at the parade to mark President Barack Obama's second swearing-in ceremony unless he was able organize a last-minute delegation.

Collins reached out to both the Eastern Shoshone and Northern Arapaho tribes and they've organized a group of at least 15 dancers and drummers from the Wind River Reservation, a Democratic stronghold in the strongly Republican state.

Collins said he has contacted business groups, the oil and gas industry and fundraisers in Jackson. No one has committed to donating some of the $35,000 needed, but nobody has turned him down either. An account has been set up at Atlantic City Federal Credit Union to accept donations.

"We're on pins and needles right now," he said.

Collins has been seeking Secret Service security clearances for the group's members in case they are able to make the trip. The group would need to drive to Denver on Thursday in order to fly to Washington on Friday. Collins said rooms in Washington during the inaugural festivities are averaging $450 a night.

Wind River drummers and dancers represented Wyoming at Obama's inaugural parade in 2009.

The Navajo Nation hopes to send a tribal band with members from Arizona, New Mexico and Utah to the Jan. 21 parade.

Tribe President Ben Shelly has asked more than 400 Navajo government offices to donate money. Band director Darwyn Jackson said Monday that the group is about $11,000 short of the nearly $104,000 it needs to send some 80 volunteer band members. He said he was confident sponsors would come through so that the band could make its first appearance in the inaugural parade since 1973.

"An earlier version of the caption with this photo incorrectly identified Denzel Washington's daughter as his wife," apologized The New York Times, "and misspelled Mr. Washington's surname." (How? Washingtonn? Ouashington?)

Luckily, Olivia seemed to take it in stride, giggling good naturedly as her father explained to Ryan Seacrest that she was not a person he had ever had sex with.

Notre Dame football: Wood to enter NFL draft

SOUTH BEND ? The surprise element in Notre Dame running back Cierre Wood?s decision to leave a year of eligibility on the table and enter the NFL Draft on Monday is that it took this long for the decision to go public.

Wood, who finishes his career as ND?s seventh all-time leading rusher (2,447 yards), has been perceived to have had a foot and a half out the door since late November, when his availability to the media was truncated.


ESPN?s Joe Schad was the first to report the move had been made official. Wood was a senior with a fifth-year option. The deadline for underclassmen to declare for the NFL Draft is Tuesday.

Schad reported Wood received a third-round grade from the NFL Draft Advisory Board, but hopes to move up. The 2013 NFL Draft will be held April 25-27 in New York.

?The predraft process is going to determine a lot ? how he works out and how he interviews,? said draft analyst Scott Wright of draftcountdown.com, who sees Wood going anywhere from the third round to undrafted.

?This is not a great running back class. There?s room to move up. He?s very talented, but that doesn?t mean it will happen for him.?

There are questions NFL personnel will have about the 6-foot, 215-pounder?s two-game suspension to start the season. And, after rushing for more than 1,000 yards in 2011, Wood lost carries in 2012 to senior Theo Riddick, the latter now viewed as the stronger of the two pro prospects.

Wright said Wood would have benefited from returning to ND for the 2013 season. He rushed for 742 yards on 114 carries with four touchdowns this past season.

Family concerns weighed into Wood?s decision. He has a 1-year-old daughter, Braelyn, who lives with her mother in Las Vegas.

Notre Dame thus loses its top two rushers, but has a glut of potential at the position for 2013. Sophomores George Atkinson (361 yards, 51 carries, 5 TDs) and Cam McDaniel (125, 23, 1) are joined by USC transfer Amir Carlisle, redshirted freshman Will Mahone and highly touted recruits Greg Bryant and Tarean Folston.

China approves additional beef imports from Canada

China has authorized beef imports from four additional facilities in Canada, a move which will strengthen the Canadian beef export market.

The facilities that can export beef to China are Les Viandes Laroche (Asbestos, Quebec), Ryding Regency Meat Packers (Toronto, Ontario), St. Helen's Meat Packers Limited (Toronto, Ontario), and Canadian Premium Meats (Lacombe, Alberta).

Agriculture Minister Gerry Ritz said that this development sets the stage to further trade opportunities in China for the beef producers.

"Our government's top priority remains the economy, and by expanding markets in dynamic countries like China, we are helping Canadian producers increase their bottom line, which leads to more jobs, prosperity, and economic growth," Ritz added.

In June 2011, China entered into an agreement to allow imports of Canadian deboned beef from animals under 30 months of age (UTM), making Canada the first BSE-affected country to resume trade of beef with China.

The Chinese market for Canadian UTM deboned beef is estimated at about $20m annually. Once full market access is achieved, the Chinese market for Canadian beef and cattle is expected to be worth $110m.

Musical of 'Big Fish' lands a Broadway theater

(AP) ? The musical of "Big Fish" starring two-time Tony Award winner Norbert Leo Butz has reeled in a Broadway theater.

Producers said Monday that the new show will open in early October at the Neil Simon Theatre. Previews begin September 5 following a tune-up in Chicago this April and May.

Five-time Tony Award winner Susan Stroman will direct and choreograph the musical, based on the Daniel Wallace novel and the 2003 Tim Burton-directed film starring Ewan McGregor and Albert Finney. The musical's book will be by John August, who wrote the movie's screenplay.

Butz, last seen opposite Katie Homes on Broadway, will be joined by Kate Baldwin, Bobby Steggert, Krystal Joy Brown and Zachary Unger.

Erwin de Leon: What's With the Latest Immigration Reprieve?

On January 2, Secretary of Homeland Security Janet Napolitano announced a new rule which was welcomed by immigrant communities and their advocates. Some unauthorized immigrants who are in the process of obtaining visas for permanent residency can now expect shorter separation from American family members. It is estimated that this latest immigration initiative from the Obama administration could impact as many as 1 million immigrants without proper papers.

Secretary Napolitano said in a statement that this "facilitates the legal immigration process and reduces the amount of time that U.S. citizens are separated from their immediate relatives who are in the process of obtaining an immigrant visa."

Under current law, undocumented spouses, children, and parents of American citizens applying for permanent residency must leave the U.S. to attend an interview for an immigrant visa in their native country. If they have been in the U.S. illegally for more than six months, they are barred from re-entry anywhere from three to ten years which could cause economic, emotional, and psychological distress and strain familial bonds. In order to return, these relatives have to obtain a waiver which they can only apply for after passing an interview. American citizens can thus be separated for many years from immediate family and some immigrants have chosen to remain in the U.S. unlawfully rather than risk a prolonged period apart from loved ones.

The new process, which begins March 4, will allow immigrants who can prove that isolation from their American spouse, child or parent would cause "extreme hardship" to start the application while in the U.S. If approved, applicants will still need to return to their country of origin to pick up their visa but separation is promised to be brief, a matter of weeks not years. The rule does not provide legal status or a shortcut to citizenship for unauthorized immigrants.

Alejandro Mayorkas, U.S. Citizenship and Immigration Services (USCIS) Director, said, "The law is designed to avoid extreme hardship to U.S. citizens, which is precisely what this rule achieves. The change will have a significant impact on American families by greatly reducing the time family members are separated from those they rely upon."

Laura Lichter, president of the American Immigration Lawyers Association, told The New York Times, "This rule is leaps and bounds better than what we have now. For families that were sitting on the fence, unwilling to subject their loved ones to the uncertainty, now they don't have to wait."

This is another "gift" from the Obama administration which, like the reprieve granted to DREAMers last August, will benefit many immigrants who call America home. This nonetheless does not fix our dilapidated immigration system or solve the matter of 11 million people living in the shadows. And with all the attention given to gun control and the looming deadline to deal with our debt ceiling and federal budget, I can't help but wonder if this is but another palliative to keep immigrant communities and reform advocates at bay until the president gets to immigration reform.

Let's assume you're not a hardcore hand-code it yourself type, but do need to dip your toe into the app-building world. A lot of the more reputable app design services charge a fee to build and submit your app, which can be as small as $5 (Magmito) or as much as $120 (Shoutem) a month*. Which should you go for?
